Ballpoint ink? Can the bag be washed in the washing machine? If not, try water and blot the stain, then add a small amount of laundry detergent, allow the detergent to sit for a few minutes, then use the hottest water the fabric will allow to rinse the area. Don't dry it before the stain is gone! Otherwise, it may end up permanent.

Is Stainguard (or a similar stain remover product) available where you where you live? Try spraying some directly on the stain, allow it to sit over the stain for a few minutes, then rub the stain with your fingers. Follow up with laundry detergent and continue rubbing the stain (I find that liquid detergent works better at removing stains than powder. If you're using powder, add a little hot water), then rinse under hot water. (If the stain fades but not completely gone, repeat with Stainguard and then detergent again). And as Grace mentioned, do not let it dry before the stain is completely gone.
