How to make smooth, crisp lines in photoshop?

I'm making a cover art for a friend, and he requested that there be a thin, sharply outlined floral tattoo design along the edges (much like the corner thingies in the american cover of Tiger's Curse. Google it.)

I don,t really k ow how to make them smooth enough. My hand isnt that wobbly, but my tablet is small and so the lines have a bit of noise. Also, it's hard to pull off ling, smooth strokes. So i'm left with wobbly lines, even when working in high resolution. Anyone have tips? (other than the pen tool. It's weirdly buggy on my computer for some reason.)
